It was definitely a wise choice to go there on a weekday to avoid traffic and huge crowd.  Let you guys see photo first as I wanna take a quick bath first! Ciao~ How to go to Putrajaya Hot Air Balloon Fiesta 2013?  You just need to use Google Map/Waze to search "Precinct 2, Putrajaya" or "Monumen Alaf Baru, Precinct 2" to reach that place.
